CULCON serves as a framework for senior level dialogue between Japan and the United States focusing on issues related to the promotion of educational and cultural exchange between the two countries. The biennial plenary sessions brings together United States and Japanese CULCON panelists, who identify emerging issues of importance to the US-Japan relationship and ways to address them. The plenary sessions are hosted alternately by the US and Japan CULCON Panels.
